The Town Board of the Town of Clayton met
at the Joint Town/Village of Clayton Highway Facility with the
following present:

The meeting was opened at 5:00 PM by

Letter received from International Water Levels
Coalition, Inc. (IWLC) requesting changing the text of the 2005
resolution to read Plan B+
Resolution #42 of 2006 offered by
Bonnie Rose, 2nd by George Kittle, a resolution
endorsing a plan to regulate outflows of Lake Ontario and the
Management of the levels of Lake Ontario and the St. Lawrence
River endorsing Plan B+. Robert W. Cantwell Jr. aye, George
Kittle aye, Donald Turcotte aye, Justin Taylor aye, and

Minutes:
Motion by George Kittle, 2nd
by Bonnie Rose, to approve the minutes of June 28, 2006 as
written. Motion carried.
Supervisor Report:
Motion by George Kittle, 2nd
by Donald Turcotte, to approve the Supervisor’s Report as
presented. Motion carried.
Bills:
Motion by Bonnie Rose, 2nd
by Justin Taylor, to pay Abstract #7 in the amount $123,121.27
and an additional bill to Lu in the amount of $121,682.34 which
will be the 1st bill of the next abstract. Motion
carried.
Public:
Michael Docteur, Co. Leg. discussed the
following:

Atty. John Hartzell has left the County for
private practice.

Public Safety Building Committee Chair for
additional female facilities.

Opera House working to find out funding being
given.
Board member Justin Taylor indicated he had
seen where the Code Enforcement has been taken from under the
County Planning Dept. and is now it’s own department.
Budget Discussions:
Supervisor Cantwell stated the need for 1
or 2 workshops prior to our official workshops to discuss the
condition of the towns fund balances and the increase of sales
tax revenue and where the need will be in the next budget. Also
discussed was the anticipated revenue from the Frink Development
project. Further discussion continued amongst the Town Board
and Highway Superintendent Boulton.
Superintendent Boulton indicated he is
looking to purchase, with the County as a partner, an asphalt
Zipper on a six year lease. There would be the possibility of
renting out the machine with an operator for $350 per hour to
recoup and make the payments. With a partner this purchase
wouldn’t drain our equipment fund.
Zoning Amendment Change:
Supervisor Cantwell indicated that the
advertisement for Zoning Amendment change to include a
Moratorium on Wind Turbine Applications was published in the TI
Sun on July 5th and that Sat. 7/15 would fulfill the
ten (10) day requirement. At that time it would be a part of
the ordinance.
Highway Superintendent Report:
-
Paving today & finishing tomorrow at the New Fire Hall,
Graves St. Besides our trucks, we had trucks from T/Brownville
and T/Orleans.

Grindstone Island roads are done.
-
New trailer is here.
-
We’re grading roads here doing some patching.
Abandon Road Requests:
Supervisor Cantwell reports that Atty. Joe
Russell has responded to the procedure that is necessary in
order to discontinue and abandon a section of town road.
Criteria is also needed to substantiate if we should do one
location and not the another.
Committee Reports:
Bonnie Rose:
Nothing to report from the Paynter Senior Center at this
time.
Hawn Library had
40 kids Monday sitting on the lawn,
singing, face
painting, etc.
Highway
Superintendent Boulton covered everything in
his report.
George Kittle:
Youth Commission and Chamber of Commerce have no
meetings during
the summer.
Next meeting of
the committee reviewing Zoning will be
on July 20th
at Joe Orobona house @ 7:00 PM. Looking @
ZBA having a
five (5) member board and doing 5 yr. terms.
Planning Board
having seven (7) members and if changing
the terms we
would need to do a Local Law. If nothing
changes we don’t
need to do anything. Also looking at a
proposed change
that the Chairman would be appointed by
the Town &
Village Boards.
Justin Taylor: G.I.S.,
we do have the grant. County has done the base and
it is on line.
This will be a great aid and accompaniment.
Consolidation
Meeting tomorrow night at 4 PM, this will
be the second
round on the Judicial space and temporary
town offices
discussions.
Donald Turcotte:
Rec. Park everything going fine. Peter Bourcy is laying out
the displays for
the Decoy show.
Transfer Site is
getting ready to send out large shipment of
tires.
Depauville Sewer
hasn’t seen that the signs prohibiting
4- wheelers and
bicycles at the sewer beds. Mr. Boulton sated
he is working on
this.
Depauville
Community Center needs someone to put
playground
equipment together.
Supervisor Cantwell stated that there are
new buildings going up at Heritage Heights, especially one next
to the easement to the pump station and the other side of the
pump station is offered for sale. Whomever buys should know
that an easement is there for us to get to the pump station and
adjoining piping.
New Business: -
Grindstone Island decking is still at Don Badour’s. Bob
Boulton reports
that conduit will be run the entire length of
the dock for
future wiring for a light.
