The Town Board of the Town of Clayton held
a regular meeting at the Village Municipal Building with the
following present:

Action on Personnel Issue:
Supervisor Cantwell stated he had copied
each Board member the letter received back from the Insurance
Company. Discussion followed.

the personnel issue. Motion carried.
Minutes:
Motion by George Kittle, 2nd
by Bonnie Rose, to approve the 10/25/06 minutes as written.

Purchases:
Divider Panels: Three
quotes for divider panels & accessories were reviewed by the
Board from: Sullivan’s Office Supply - $3,177 (Delivery 3-5
days from order & Installed), Corcraft - $3,298 (Delivery late
Dec.) and Staples - $3,207.59 (Delivery 1-7 days).
Town Clerk recommends the quote from
Sullivan’s Office Supply, as the prices are similar, however
delivery is better with Sullivan’s and they also setup.
Discussion followed concerning possibly the
Village paying for the panels and keeping them after we have
moved back to Opera House. Other possibility is Town to
purchase and use in the future.
Consensus of Board is to order from
Sullivan’s Office Supply.
Safe: Three quotes were
reviewed for a new Town Safe: Nationwide Safes – 2 hour Fire
Resistant Safe w/Combination Lock, 27.1 Cu.Ft. - $2,999 (Free
Curbside Shipping); KC SAFE Company, Fireking 2 hour Media Safe,
20.6 cu.ft. - $9,156.95, Data-Link Associates, Inc.,20.0 cu.ft.
Media Safe - $7,769.
Town Clerk recommends the quote from
Nationwide Safes.
Discussion followed concerning fire ratings
and prices.
Consensus of Board is to order from
Nationwide Safe for $2,999.
Cancel Meeting:
Motion by George Kittle, 2nd
by Donald Turcotte, to cancel the 11/22 Workshop meeting, due to
Thanksgiving Holiday. Motion carried.
Public:
No one wished to speak this evening.
Supervisor Report:
Motion by Bonnie Rose, 2nd
by Donald Turcotte, to approve as submitted the Supervisor’s
Report for October 2006. Motion carried.
Bills:
Motion by George Kittle, 2nd
by Justin Taylor, to approve Abstract #11, Vouchers #1282 -
#1444, in the amount of $334,237.18. Motion carried.
Asphalt Zipper Bids:
At 5:30 the bid opening for the Lease
Purchase of one New Portable Asphalt
Recycling/Reclaiming/Trenching Machine with Tandem Axle
Transport Trailer was opened.

subject to Highway Supt. Boulton’s review & approval. Motion
carried.
Frink Remediation Report:
Supervisor Cantwell distributed the meeting
agenda and minutes of the October 31, 2006 meeting. (See
attached.)
Opera House:
Supervisor Cantwell indicated that all
funding agencies are up to date on everything. The five (5)
contractors have received their letters of awards and there is a
pre-construction meeting tomorrow at 2:00 PM at the Town Hall.
Sewer Issue Rt. 12 River Road:
Supervisor Cantwell report to the Board
that the Consolidated Health Board has issued an “order to
abate” to a seasonal resident of Jackson Lane.
Supervisor Cantwell indicated that since
previously doing a survey in this section of the township, we
have documented five (5) major issues in this corridor.
Temporary Town Offices & Moving
Schedule:
Supervisor Cantwell reported that
construction of the temporary offices is moving along. The
heating units have been placed and are in working order. The
ceiling lights are currently being worked on. We’re hoping that
the rug will be laid either tomorrow or Monday. The Supervisor
distributed a layout of how offices will be placed.
Move date will be on Tuesday, 11/21.
Action on 2007 Budget:
Supervisor Cantwell indicated that a change
was completed from the budget. There had been a Grants/project
Manager item removed. $60,000 came out of appropriations and
also from the revenue account.
Supervisor Cantwell distributed the 2007
Preliminary Tax Rate. The County line will increase $.41 & the
Town of Clayton Fire District line will increase $.14. The
Final Tax Rate from the Jeff. County will come the first part of
December.

by Bonnie Rose, to approve the 2007 Budget as amended. Motion
carried.
Fish & Wildlife:
Supervisor Cantwell indicated that we had
previous discussions concerning the wetland and grassland
management district. Mr. Thomas Jasikoff had previously
attended a meeting and requested the Town Board support this
initiative by resolution.
Discussion followed concerning the fact
that Congressman McHugh, Sen. Jim Wright and Farm Bureau are
opposed to this proposal in it’s present form.
Councilman Taylor indicated if the property
is owned by Fish & Wildlife and taken off the tax rolls, he is
opposed.
Supervisor Cantwell suggested that we
invite Mr. Jasikoff back at the 12/27 meeting and also ask
someone from Farm Bureau or Jeff. Co. Agriculture to come as
well.
Assistant ZEO ad:
Supervisor Cantwell reported that the ad
was in last Wednesday’s TI Sun. As yet, no one has submitted an
application.
Atty. Joe Russell sent a letter regarding
the Zoning Enforcement Officer/Intermunicipal Agreement with the
Village of Clayton. Per a telephone conversation with Atty.
Russell this afternoon, Supervisor Cantwell reported that Atty.
Russell had three (3) options: 1- Keep the original agreement,
2- Modify the Orobona draft agreement as stated in Atty.
Russell’s letter, 3- Have the ZEO work part-time for both Town
and Village and paid by both municipalities.
Councilman Taylor offered that we stick
with the way it is now.
Supervisor Cantwell stated that Atty.
Russell indicated the legal integrity has been changed in the
proposed Orobona version.
No action will be taken at this time, and a
copy of Atty. Russell’s letter will be forwarded to each of the
Village Board members.
Wind Turbine draft Amendment Schedule:
Supervisor Cantwell indicated the Attorney
has the information submitted from the committee. He has
several sample amendments from other communities. Supervisor
Cantwell will call Atty. Russell to have a three (3) way
conversation with Bill Moore, PPM on process schedule for the
amendment.
Highway Report:

Temporary Offices – Supt. Boulton stated he hoped
the Board will look at the offices before leaving tonight. He
feels the Town crews are doing a great job and hopes we will be
able to work with the Village on the next phase of the project.

Grindstone Island – Boom Mower has cut back the
sides of the roads. Supt. Boulton has a problem with National
Grid’s tree debris program and is checking the agreement.
According to the agreement they can work in the right-of-ways
and National Grid is responsible to maintain and repair any
damages to the right-of-way. National Grid cut trees and took
log skidders thru the ditches. The ditches had been cleaned
last spring by town crews and now are filled in, due to National
Grid. The forester person is to get back to the Highway Supt.
He stated National Grid needs to be held to the agreement.

County Work – Have been working on County 13
-
Equipment – Some of the plows & sanders are on and
the crews are ready for snow.

Stout’s – Mixing filter bed sand at this time.

Carlisle Subdivision - Carlisle is dividing off
two (2) acres in the middle of his property. Survey
doesn’t appear to be accurate. This won’t be decided at the
Planning Board tomorrow night as a variance is also needed as
the cement plant will be more than 35’ in height. Carlisle will
need to go before the ZBA for the variance.

Employee Needed – Supt. Boulton stated since
action has been taken on a former employee, he will need to
replace this person as winter is coming. He has 60 applications
on file and doesn’t see the need to re-advertise. By Monday,
11/27 will need someone to start. He is recommending Ryan
Taylor for this position. Councilman Taylor abstained
from the discussion and Consensus of the remaining Town
Board member’s, since there is no other meeting before 11/27,
Supt. Boulton shall start someone should the weather dictate
the need and it will be acted on at the next meeting, who, date
started, position and rate of pay.
Committee Reports:
Justin Taylor - Has
asked the Assessor to work on the GIS with him.

Reviewed Verizon Bill – We have 21 phone lines. He suggests we
establish one (1) line & have extensions. He is going to review
the 7/04 agreement we have with Centrex.
- Time
Warner – Will not offer the Roadrunner to Government Buildings.
Franchise fee only thing we can negotiate on.

Personnel Committee – Deputy Clerk Cornaire will work on with
him.
- LENS
- Town Clerk will receive information from the State using
Councilman Taylor’s ID far contact.

Surplus equipment disposal program – Hasn’t worked on in detail
as yet.
Donald Turcotte - Depauville
Sewer – Hwy. Supt. Boulton will start to draw filter sand soon.

Depauville Community Center – Keith Wood will get Rob Campany
back as they haven’t addressed asbestos in the downstairs area
as yet.

Heritage Heights Sewer – Might have to do a house to house
inspection of sump pumps and drains.
- Rec.
Park Dugouts – We will do these in house. Going to build at
Highway Garage and put in place. Councilman Kittle was asked to
check from Youth Commission Booster Club for money for the
materials. He stated the Youth Commission will be having a
meeting on 11/13 and he will fine out about the funds.
Bonnie Rose - Town
Christmas Decoration Judging – She has been approached and this
was a campaign promise to look into this idea. The Village and
Hamlet of Depauville have a contest and the town should do
likewise. Supervisor Cantwell advised her to write up an ad
after getting background information. Persons will need to
pre-register so we know where to judge.
- Hawn
Library is creating the costumes for the Christmas Parade. This
year’s theme is Charles Dicken’s. Everyone is practicing for
the Dickens’s Play at the Library.

Paynter Senior Center - Attended the last Board meeting. Town
& Village of Clayton have the only representation. Town of Lyme
has opted out as no one from there uses this facility.
Alexandria Bay hasn’t paid this years $1500 and they also have
no representation. She is trying to contact Supervisor Sutton,
but as yet he hasn’t returned her phone calls. The Center is in
need of Board members, they’re currently at six (6).

Highway – Visited with Supt. Boulton and Candie this afternoon.
Councilwoman Rose feels the Zipper will pay for itself.
George Kittle - Youth
Commission – On 11/13 will have there election of Officers.

Youth Commission - Councilman Kittle inquired if this Board
would like a copy of the Youth Commission minutes. He will ask
them to send minutes to the Town Offices.

Youth Commission – Cape Vincent Youth Commission is sending
money to offset the Pop Warner. Councilman Kittle will check to
make sure the money is payable to the Town of Clayton Youth
Commission and goes to the Town Offices.

Chamber of Commerce – Meeting is tomorrow. Also Thursday night
Christmas shopping will start soon.
