Supervisor Taylor opened the regular meeting at 5:00 PM. |

|
Minutes: Motion by George Kittle, 2nd by Paula Baril, to approve the minutes of June 27th, as written. Motion carried. |

|
- 1) Justice Clifford James June report. (See attached.) |

- 3) Depauville Sewer District July minutes. (See attached.) |
|
- 4) NYS DOT have completed their investigation regarding a request for buffer speed zones North & South of the hamlet of Depauville on NYS Rte. 12. The NYS DOT have determined that a 45 MPH speed limit is appropriated at those locations. (See attached.) |

- 5) NYS ORPS letter to make aware appointed assessor terms of office end September 30, 2007 and to share this information with the Town Board. Terms are for (6) six-years and that a minimum of qualifications standards need to be met before an appointment is made. (See attached.) |

- 6) Invitation from Thousand Islands Land Trust (TILT) to Oak Lodge for Saturday, 7/21 must RSVP by 7/13 and admission is $75.00 per person. (see attached.) |
|
- 7) Seaway Trail Discovery Center invitation(s) and RSVP is a must. (See attached.) |
|
- 8) Northern Regional Center for Independent Living – July issue of “Focusability.” (See attached.) |

(This is a joint appointment for an alternate position to replace Phil Randazzo.) (See attached.) |

- 13) Town was served with a Petition from Verizon New York, Inc.(formerly New York Telephone Co. ) as petitioner v/s the Assessor, Board of Assessment Review and the Town of Clayton, New York. Petition is for Jefferson Co. Supreme Court on the 27th of September 2007 at 9:30 AM for review under Article 7 of the Real Property Law of the assessment for 2006. (See file.) |

Supervisor Report: |
|
Motion by George Kittle, 2nd by Donald Turcotte, to approve the Supervisor’s Report subject to audit. Motion carried. |

|
Bills: |
|
Motion by Lance Peterson, 2nd by Donald Turcotte, to approve payment of Abstract #7, in the amount of $670,583.80. Motion carried. |

|
Clayton Celebrates Summer Parade: |
|
Supervisor Taylor stated the parade will be on July 22nd at 1:00 PM. RSVP has been made. |
|
|
|
CLDC Meeting Report & Frink Remediation Committee: |
|
These reports where distributed to Board members via their mail boxes. (See attached.) |
|
|
|
Rec. Park/Ice Time: |
|
Keith Wood has asked for a letter from the Athletic Director at TI School requesting use of the ball fields at Rec. Park. The school has given Mr. Wood their schedule for using the ball fields for the season. |
|
Ice Renters (Clayton figure Skating, Youth Hockey, TI Varsity are asking Keith Wood, for an earlier start for their season. Mr. Wood has researched the change in the electricity billing from last year, resulting in increase to about $1,675 per week more electrical usage. Mr. Wood would be willing to open ice on Oct 11th of this year and closing on March 16th, 2008, however he feels one or more of these entities would need to rent enough ice to at least pay the electric bill. He has suggested further review before acting to increase the ice time. |

Department Heads have been given a copy their Web Site. The Dept Heads are being requested to update their information. We’ll be also including zoning forms and profiles of the Town Board members. Matt Turcotte will be updating the information. |

|
Tefft Property: |
|
Mr. Tefft called the office and spoke, not very cordially with Deputy Clerk Cornaire. Supervisor Taylor’s Office called him back. Mr. Tefft is now aware of the boundary issue. There are (3) three options: Move Yourself; Town moves and it is gone; By Sept 1st will be completed regardless. |

Network Administrator: |
|
John Dullaghan has resigned from TI School and is moving to South Carolina. We had a problem at the Town Offices Monday AM as a result of last Fridays rain storm. Mr. Dullaghan was not available until later in the day as he had to take his wife to Syracuse that day. Late afternoon he arrived with Shane Rowley, who lives in Theresa. Mr. Rowley has his own business of approx. 1600 clients. He reviewed with Mr. Dullaghan the problem at hand and Mr. Rowley returned early the next AM and replaced the router. Supervisor Taylor indicated that Mr. Rowley seems very competent in his vocation. Mr. Rowley charges $65 per hour. Deputy Clerk Cornaire will ask him for a resume and credentials so that we may have them on file. |

|
Fuel Bid: |
|
Clerk LaClair reported that no bids had come in for the fuel bid to be opened two (2) weeks ago. Consensus of the Board to re-advertise and send for a request from Suburban Propane, FK Gailey and Griffith Oil. |
|
|
|
Executive Session: |
|
Supervisor Taylor stated that at the conclusion of the regular meeting he would like to go into Executive Session to update the Board on pending Employee litigation. |
|
|
|
Highway Superintendent: |
|
- Strawberry Lane: Pipe work and catch basin are in from Brooks Drive to the Paynter Center. |
|
- Frink: We’ve been hoping to start by 8/6; the Highway target start date is either 8/13 or 8/20. |
|
- Lovers Lane: On hold at this time to finish laying pipes at Strawberry Lane. We will grind and lay back down. |
|
- Zipper: Had a meeting with Jim Lawrence of Jeff. Co. today. They’ll be finishing up using and the Town will be able to start using in the next two to three weeks. |
|
- Depauville Community Center: Work is going good. Councilman Turcotte will be giving a report. |
|
|
|
Councilwoman Baril inquired when the NYS road work will begin on 12E to Bartlett Point Rd. Superintendent Boulton stated that this project will be starting on Monday, 7/16 at 6:30 AM. Monday and Tuesday they’ll be milling. The Town will supply the trucks and we will get the millings. |
|
|
|
Councilwoman Baril also inquire about possibly reducing to 45 MPH as you’re coming from Cape Vincent into Clayton, such as has just been done north and south of Depauville. This is especially needed now with the new church soon to be utilized. Superintendent Boulton stated he had asked that the area be checked the same time he asked for the Depauville area. He’ll request again due to increased housing in the area and the new church. |

Committee Reports: |
|
|
|
George Kittle: Youth Commission: Spoke with Co. Leg. Mike Docteur about funding. Mr. Docteur indicated that funding looked favorable. |
|
Three Phase Power: Has come to a halt by Crystal Springs. Mr. Kittle had made several calls to see if they needed any help with the paper work. They haven’t returned any of his calls. |
|
Fuel Oil Bids: We’ve already discussed. |
|
Map Viewer: Supervisor indicated we will be able to go from our Web Site by link in the near future. |
|
|
|
Donald Turcotte: Depauville Sewer: Questioned Highway Supt. Boulton if the check had cleared up any misconception that had occurred at the last Depauville Sewer meeting. Supt. Boulton indicated that everything was okay at this point. |
|
Depauville Library/Community Center: A letter is needed from the Town Supervisor stating that the Town will allow the Depauville Library to remain in that building for the next 20 years. This is needed to send in to Steve Boulton, North County Library System, as a part of the grant request. Consensus of the Board is to for the Supervisor to send this letter. |
|
Depauville Sewer meeting minutes: Everyone received the minutes. As you can see the Board is discussing a new installation fee for any new houses and the Sewer Bd. is hoping to have that worked into the zoning permit fees. |
|
|
|
Lance Peterson: Dock Committee: Didn’t make the meeting. Has contacted with Mayor Kenyon and they will meet to get brought up to speed. |
|
|
|
Paula Baril: Paynter Senior Center: Will be meeting the day before our next meeting. |
|
Hawn Memorial Library: Book Sale will be going on at the Fire Station on Graves Street starting Wednesday through Friday. |
|
|
|
Next meeting: 7/25/07: Will be at Grindstone Island. We will leave from the dock downtown at 4:00 PM. Several items for discussion will likely be: roads, docks & Potters Beach. |
|
|
|
