May 23, 2007

The Town Board of the Town of Clayton held a regular meeting at the Village Municipal Building with the following present:

 

 Justin Taylor, George Kittle, Donald Turcotte, Bonnie Rose (Absent), Robert Boulton, Kathy LaClair, Nicole Cornaire, Kristina Rusho (TI Sun), Jasper Wilkie

The Board meeting was opened at 5:00 PM by Supervisor Taylor.

Town Clerk:

Minutes:

Motion by George Kittle, 2nd by Donald Turcotte, to approve the minutes of May 9, 2007 as written.  Motion carried. ( Rose – Absent.)

Board vacancy applications:

Two applications were received and have been copied to the Town Board Members.  Motion by George Kittle, 2nd by Donald Turcotte, to Table any action until the applications have been reviewed.  Motion carried.  (Rose – Absent.)

Correspondence:

-                  5/18 received from Jeff. Co., Office of Purchasing information concerning 2007-2008 Salt Requirements.  (See attached.)

-                  5/15 received from NYS Retirement - Annual Member Statements being mailed in late May.  (See attached.)

-                  5/10 received from Jeff. Co. Soil & Water Conservation information on Hydro-seeding Opportunity.  (See attached.)

-                  5/10 received Grants Action News – May 2007.  (See attached.)

-                  NYS Tug Hill Notice of June 7th Public Workshop.  (See attached.)

-                  Northern New York Library notice for registration for “Arrangement & Description of Historical Records.”  (See attached.)

-                  Jefferson County Fire & Prevention & Building Code Office – Public Assembly Inspection Report for Rec. Park and Town Offices.  (See attached.)

-                  Invitation to Citizen of the Year Banquet on Tuesday, June 5th honoring Doreen Meeks.  (See attached.)

-                  Received on 5/21 from NYS DEC – “Aquatic Invasive Species Eradication Grant Program & Terrestrial Invasive Species Eradication Grant Program.  (See attached.)

-                  Invitation to “Business With A Twist”, Wednesday, 5/30 at Coldwell Banker Ramada Realty.

Supervisor:

Motion by Justin Taylor, 2nd by Donald Turcotte, to appoint George Kittle as Deputy Supervisor.  Motion carried.  (Rose – Absent.)

ZEO Assistant:

Motion by George Kittle, 2nd by Donald Turcotte, to appoint Steve Dorr as Assistant ZEO at a rate of $10 per hour for a minimum of eight (8) hours per week for 50 weeks a year.  Annual salary is $4,000 and the year starts June 1st.  Motion carried.  (Rose – Absent.)

Executive Assistant/Clerk Salary:

Motion by George Kittle, 2nd by Donald Turcotte, to set a salary of $18,450 for Alicia Dewey as Executive Assistant/Clerk for the period 5/21 through 12/31/2007.  Motion carried.  (Rose – Absent.)

Introduction of New Supervisor & Assistant/Clerk:

Supervisor Taylor stated that both he and Alicia went to the Banks, Clayton Improvement and Antique Boat Museum to introduce themselves and their respective titles.  Ms. Dewey will hold office hours 7-3 M-F unless she is out for meetings.

Life Guards Rate for 2007:

Motion by George Kittle, 2nd by Donald Turcotte, to pay the lifeguards as follows:  Megan Neuffer, Director $10; Kelsey Sherman, Head Guard $9; Kelly Meisch, Head Guard $9; Ashley Devito, Guard with WSI $8; Maureen Hummel, Guard with WSI $8; Kaitlyn Youngs $7.50; Matt Thomas $7.50; Eric Ingerson $7.50; Jennifer Rhinebeck $7.50.  The reason for the $.50 difference is lack of WSI – if and when they get that card they’ll raise to $8.  The Director is paid 10 weeks 40 hours each week and everyone else 8 weeks of 40 hours regardless of weather.  This helps bring them back year to year and also compensates them for teaching swim lessons for four weeks.  They also receive two (2) swim suites per season.  Motion carried.  (Rose – Absent.)

Planning Board/Zoning Board of Appeals:

Planning Board:  The Village has sent a letter to Ron Duford Sr. re-appointing him as a Village appointee with a term running from 5/1/07 through 4/30/11.  The Town Board ratifies this action.

ZBA:  The Village has decided to not re-appoint Dave Clark.  Discussion between the Mayor and Supervisor indicated that the Mayor will take care of this.  The Mayor has spoken to Atty. Joe Russell.

Wind Power Public Hearing:

Supervisor Taylor stated that a public hearing for Wind Power will be held at 7:00 Pm on 5/31 at the Village Municipal Building.  He suggested that everyone might want to attend to hear the public comments.

Wind Power Pilot Agreement:

Motion by George Kittle, 2nd by Donald Turcotte, to pursue a Wind Power Pilot Agreement.  Motion carried.

Temporary/ Permanent Office Space:

Supervisor Taylor has been working with Amy Flack of TIPAF to make sure when we move back to the Town Hall the offices have phone, internet and data that we have now upgraded to.

Uniform Percent of Value:

We have received word from NYS RPS that our Assessment Rate has dropped to 57% from this current year of 64%.  (See attached.)

Judicial Assistance:

Executive Assistant/Clerk Dewey is working with the Justices concerning Folio’s reimbursements of $.25 per 100 words.

Eagle Scout Proclamation & Presentation:

Supervisor Taylor stated that Matthew Turcotte, grandson of Donald Turcotte, will be presented with an Eagle Scout Award, which is the highest award a Boy Scout can achieve.  Matthew’s Eagle Service Project was replacing the flagpole at the Grindstone Island Cemetery and in addition to the flagpole, a cornerstone from a demolished GI building was used to form the foundation.  Matthew raised all of the funds needed to pay for this project and coordinated local metal fabricators, tradespersons and volunteer labor to complete the project.  Matthew will be presented his Eagle Scout Award at a Court of Honor service on Sunday, May 27, 2007 at St. Mary’s Parish.

The Town Supervisor, Town Board and Town Clerk extend their congratulations to Eagle Scout Matthew S. Turcotte for having such an award bestowed upon him.  (See attached.)

Proposed NYS Route 12 Sewer:

Supervisor Taylor state the proposed NYS Route 12 Sewer was originally thought to be 100% reimbursable and is now a 50/50 grant project. 

Motion by George Kittle, 2nd by Donald Turcotte, we should still proceed ahead with this project.  Motion carried.  (Rose – Absent.)

T.I.E.R.S.:

Supervisor Taylor indicated he attended the TIERS Board meeting.  The TIERS Board is considering a five (5) year lease with their present landlord.

Also discussed was the frequency of the ambulances being called to other towns.  Other townships haven’t yet been convinced to help out. These townships need to help cover costs of TIERS ambulance runs to their localities.

Clayton Improvement Support letter:

Supervisor Taylor stated he wrote a support letter for the Clayton Improvement Association as they’re planning to construct a new 9,000 square foot building.  (See attached.)

Youth Commission:

Supervisor Taylor received a copy of a letter drafted by Village Clerk-Treasurer Geneva Phelps Miller to Paul Barton, President of the Joint T/V Youth Commission concerning the opportunity for additional funding for new or expanded services.

Highway Report:

-                  Brooks Drive/Strawberry Lane:  The catch basins are being worked on now by the Village.  The Town will start work at the Paynter Senior Center location.

-                  Pelo Road:  We will be starting next week with “hot” mix on the bottom and “hot top” to the State Road.

-                  Carrier Lane/Carrier Ridge:  Had a visit from Kelly Cantwell.  After inspection it was determined that the road is not yet up to standards.  A copy of the “newest” standards will be given to him tomorrow.  Total length is approximately 1900 feet.

-                  Trucks have been inspected.

-                  Boom is back in service.

Committee Reports:

George Kittle:

-  Heard the bathrooms at Rec. Park had been vandalized. Supervisor should talk with the local police to see about watching the facility more closely.  Supervisor Taylor stated he might also authorize plain clothes surveillance.

Youth Commission:  Vouchers were discussed at their last meeting.  The only two (2) allowed to sign vouchers are Paul Barton & Wanda Phelps. 

We should send a copy to both and all Department Heads, our “Process    for Submittal and Payment of Vouchers”.

-   Retirement Party:  Is set for Wednesday, June 6th at the Pavilion 6-9 PM.

Donald Turcotte:

-   Depauville Library:  There will be a meeting this Friday AM with BCA Rob        Campany and a State Representative.  Two (2) bathrooms are needed.  Library will need to be closed for one (1) month for renovations.

-   Town Hall:  The sidewalks need to be redone.  We will do the demo and the contractors will pour the concrete.

-   Rec Park:  Keith has given a written report concerning the pool.  The pool is ready for a complete overhaul.  We should start budgeting for this.  Also the zamboni was repaired five (5) years ago with the understanding that it was a temporary fix and to put money away for a new one.  (See attached.)

-   Moving Wall:  Discussion by Legion have indicated they will now have a “hotdog” stand.

Supervisor:

          Our yearly audit started Monday and continued through today.  The Auditors will be back to finish up on Thursday, June 7th.
