The Town Board of the Town of Clayton held a regular meeting at the Municipal Building, Clayton, New York with the following present:

Public: Debra Jepma distributed a European Study: Public health and noise exposure: the importance of low frequency noise & In-Home Wind Turbine Noise Is Conducive to Vibroacoustic Disease & Vibroacoustic Disease Not a Fabrication to the Town Board.
Joe Orobona discussed a large drainage ditch which flows into two (2) north/south pipes at North Shore and Bartlett Point Roads on the Zenda property. The two (2) pipes drain from 12E & TILT properties and have been eroding around the pipes. He would like to see the pipes run through a ditch into a catch basin with a screen to help stop erosion. Mr. Orobona proposed he would buy the piping if the town would purchase and install a catch basin at this location.
Joe Orobona also talked with Aaron Vogel of TILT and Mr. Orobona would like to see a planting of spruce trees of the West side of Bartlett Point Road which would help with drifting of snow. This could be a ten (10) year plan, but starting at the Orobona end and working toward NYS Rte. 12E.
Supervisor Taylor indicated that Mr. Orobona would need to discuss this matter with Hwy. Supt. Boulton as this improvement would have to be in his budget and Mr. Boulton would not be able to plant on private property.
Minutes: Motion by George Kittle, seconded by Paula Baril, to approve the minutes of 9/12/07 with the addition of the word “Absent” after Donald Turcottes’ name. Motion carried.
Correspondence: - Depauville Sewer District minutes of 9/7/07 were received. (See attached.) - Notices of Non-Renewal of Insurances were received for Commercial Liability, General Liability & Casualty. (See attached.) - NYS Register is now available free online at www.dos.state.ny.us or we can still receive a copy at no cost. Consensus to go on line in the future. (See attached.) - Received from Kelly Davis, County Auditor, the 2007 Tax Apportionment using 2007 Adopted Budget Figures for assisting in calculating the 2008 Town tax rates. (See attached.) - Thousand Islands Snowmobile Club has sent a notice that they are preparing to do trails and put up signs and stakes for the upcoming season. (See attached.) - Notice has been received from National Grid concerning their 2007 Fall tree planting program. (See attached.) - Notice from the International Joint Commission they have extended the consultation period with governments to allow more time for discussions with governments in the Lake Ontario & St. Lawrence River basin. (See attached.) - Letter received 9/17 from the NYS Office of Parks, Recreation & Historic Preservation confirming Fairview Manor has been listed on the National Register of Historic Places. (See attached.) - Notice of a Grant Writing Workshop in Watertown; 11/1 & 11/2 costing $425. (See attached.) - JCJDC will be having their Members’ Quarterly Breakfast Meeting on Friday, 10/07 at 8:30 AM at the Clayton Opera House. RSVP required. (See attached.)
Local Government Conference – Potsdam: The following person will be attending the 16th Annual Local Government Conference at Potsdam on 10/09: Kathy LaClair, Amy Barton, Polly Baril, Alicia Dewey, Henry LaClair, Bud Baril, Larry Aubertine, Paul Heckmann, John Kehoe, Ronald Duford, Gail Richardson, John Eppolito, Darrel Hayes, David Storandt & Peter Brabant.
Deputy Clerk Position: Motion by Paula Baril, 2nd by George Kittle, to ratify the appointment of Amy Barton as Deputy Town Clerk, a full time position at 40 hours weekly with benefits and a prorating of the $600 plan, at a starting rate of $10 per hour. Motion carried.
Depauville Library: A fire at the Depauville Community Center occurred on Friday 9/21/07. The initial report was it started as a result of an electrical ceiling light fixture/outlet in the Library Room and not necessarily related to the asbestos contractor or the air monitoring provider which was working in the meeting room. There was some significant structural damage in the trusses and roof and lots of smoke and water damage. We do have a hole in the roof.
With the asbestos removal project the cleanup and repair needs to be done in accordance with NYS Dept of Labor asbestos guidelines. Town Engineer, Rob Campany will be coordinating the asbestos part of the cleanup.
Others involved include, Buildings & Grounds Superintendent Keith Wood, Bob Boulton as Depauville Sewer Plant Operator will continue to operate and complete the required testing and recordkeeping for the Depauville Sewer from this location, Audie Cerow will address any insurance and Town Clerk Kathy LaClair will work with Board of Elections in determining the upcoming elections polling place and machine cleaning & repair operations.
Ballast: Supervisor Taylor distributed a sample resolution. This is informational at this time and the Board will do their resolution at the next meeting.
Ridgeviewtel: This is informational only. This has to do with the Village of Clayton and no impact on the Town.
Paynter Senior Center: Town Board member Paula Baril stated that the Center is changing their meeting time to the third Tuesday of the month instead of the third Thursday. Mrs. Baril inquired if the Town needs an Annual Financial Report from the Center when it is completed. Consensus that any organization receiving funds form the Town of Clayton needs to supply Annual Financial information before any funds will be forwarded for the future.
Town Administrative Offices Moving: Supervisor Taylor distributed a copy of the letter submitted to the Village concerning the towns departure pursuant to our lease agreement. The town will be moving back to 405 Riverside Drive and will vacate the current location by 10/31. (See attached.)
Motion by George Kittle, 2nd by Lance Peterson, to adjourn this regular portion at 5:35 PM to go into the Workshop portion for the express working on the 2008 Budget. Motion carried.
Budget Session: A total review of the budget followed with explanations by Jim Yuhas, Town Accountant.
Review of salaries by elected officials followed.
Discussions concerning capital projects.
