Board Minutes

September 13, 2006

The Town Board of the Town of Clayton met in the Town Board Room with the following present:

Robert W. Cantwell Jr., George Kittle, Justin Taylor, Donald Turcotte, Bonnie Rose, Bob Boulton, Kathy LaClair, Nicole Cornaire, Sharie Derrickson (TI Sun), Jack Stopper, Mike Docteur, Steve Lewandowski

Supervisor Cantwell opened the regular meeting at 5:00 PM.

-                  Letter dated 8/25 from Donald Drew, Exec. Dir. Volunteer Transportation Center requesting funding for Clayton elderly, disabled and critical need transported to doctor’s appt. and shopping to Watertown.  (See attached.)

-                  Letter of invitation from the Development Authority of the North Country for an Open House on 9/16 from 10-3 at the Solid Waste Management Facility.  (See attached.)

-                  Letter dated 9/29, from Stephen Lewandowski, Outreach Coordinator Lake Ontario Coastal Initiative for time to address the Board to increase familiarity with the Lake Ontario Coastal Initiative (LOCI).  See attached.)

-                  Letter from Donald Briant, Pastor of Clayton & Depauville United Methodist Churches concerning “Crop Walk” 2006.  (See attached.)

-                  Letter dated 8/31 from Denise K. Young, Director of the Center For Community Studies at JCC. They’re hosting a public forum for the U. S. Fish & Wildlife Service.  (See attached.)

-                  Received e-mail from Accent Energy stating they were working with Niagara Mohawk on gross receipts tax.  Councilman Taylor indicated that the Town had decided not to switch energy providers.

Resolution #44 of 2006 by Bonnie Rose, 2nd by Justin Taylor, for the Town of Clayton to adopt a National Incident Management System (NIMS) per the Dept. of Homeland Security Presidential directive (HSPD)-5.  Robert W. Cantwell Jr., aye; George Kittle, aye; Justin Taylor, aye; Donald Turcotte, aye; and Bonnie Rose, aye.  (See Resolution Book.)

Councilman Taylor indicated the Town should send a copy of this resolution to Greg Brunelle, Director of Jefferson County Fire & Emergency Management.

Minutes:

Motion by George Kittle, 2nd by Bonnie Rose, to accept the August 23rd minutes as written.  Motion carried.

Public:

Michael Docteur, Co. Leg. indicated he had attended the Canadian/US Lakes Exercise (CANUSLAK) last Thursday for a couple of hours.  This response focused on how a joint effort to respond to an oil spill will be managed.  A total of 97 people participated.  He indicated that the only notable problem was communication break downs.  1st responders are the most important to stabilize the area until the Coast Guard Commander arrives.

Steve Lewandowski, Lake Ontario Coastal Initiative Outreach Coordinator, discussed the Coastal Watersheds. Mr. Lewandowski stated the water has more phosphorus than should be tolerated leading to more algae.  In early 2007 he will be asking municipalities for a letter of support to acquire grant money.   Most grants have gone to municipal waste plants to help control waste from going into the river or waterways.  He indicated his organization is funded with EPA money.

Mr. Lewandowski distributed survey forms to the Board and ask that they complete and return the forms.

Supervisor Cantwell indicated that the Town of Clayton is interested in doing a multi-township sewer project and had a few questions.

Mr. Lewandowski indicated that he is not an engineer therefore he can’t address these questions, but is willing to look at the project.  He stated that urban areas are spilling waste into the waterways.

Supervisor’s Report:

Motion by George Kittle, 2nd by Don Turcotte, to approve the August Supervisor Report.  Motion carried.

Bills:

Motion by Justin Taylor, 2nd by Bonnie Rose, to pay Abstract #9, in the amount of $334,596.55.  Motion carried.

Budget:

Supervisor Cantwell has distributed worksheets to department heads for the 2007 budget.  Requests are to be returned to the Town Clerk by 9/15.

Local Government Conference – Potsdam:

Local Government Conference in Potsdam will be held on Tuesday, October 17th.  Those expressing interest in attending are:  Bob Cantwell, Kathy LaClair, Henry LaClair, Justin Taylor, Bonnie Rose, Bud Baril, Larry Aubertine, Phil Randazzo, Paul Heckmann and David Storandt.

Town Office Relocation:

Town offices are scheduled at this time to relocate temporarily to the Village Offices approximately October 1st.   It is expected that if the October 1st deadline is not reached, the Town offices will be moved by the middle of October.  Starting Oct. 1st all Town meetings will be held at the Village offices and the Clerk will advertise to that effect.

Opera House Bids:

Supervisor Cantwell advised the Board that the Opera House bids for General Contractor, Electrical, Plumbing & Heating were opened today at 2:00PM.  Bernier Carr have the bids to review more closely.  No sprinkler system bids were received and that will be re-bid.

Frink Update:

 Supervisor Cantwell gave an update of the last interim Frink Remediation Committee Meeting of August 18, 2006.  (See attached.)

Highway Superintendent Report:

-                  Steve Campbell called today, might be starting before 10/1 at Frink’s.

-                  Sand is done – hauled.  This year switched to salt on State contract.

-                  Chips, more dollars received last year than ever.  We are gaining more than that this year ($13,536.)  Might buy a sander off Office of General Services for $13,583.  This would be a wash for funds.

-                  Currently we’re repaying surrounding towns for their help while we were paving.

-                  Village street pickup on 9/25.

-                  We will be moving the Judges on 9/21.

-                  We’re working with the State DOT on shared services.

-                  Roy Willmert will be done on 9/20 or 9/22.

-                  Hiring Raymond “Bucky” Robinson to start on 9/21.  Motion by Bonnie Rose, 2nd by George Kittle, to hire Bucky Robinson at $11.50 per hour. Motion carried.

-                  Jerry Babcock, Jeff. Co. Highway, will be working as a wingman this winter.

-                  Lift station – Depauville, fixed the problem with the control panel and the pump will be replaced.

-                  Budget options – need to replace truck #77.  Right now Mack is on State Bid along with Hial w. dump box can be obtained through OGS.  Will take #77 and keep through next summer then send it to auction next fall.

-                  Would like to make a video presentation, to the Town Board at the next meeting, of the asphalt zipper.  This would be at the 9/27 meeting.  Jeff. Co. would be the revenue for the 1st payment.

-                  Maintenance is needed at this time for the 2004 vehicles.

 

Committee Reports:

 Bonnie Rose: -  Hawn Memorial Library:  Summer reading program was                             a great success.

                         -  Library is getting ready for Halloween & Christmas                                     seasons.

                         -  Paynter Senior Center:  Breakfast last Sat. – steady but                                not as many as last years attendance.

                         -  Met with Supt. Boulton and Candie.

 

George Kittle:  -  Youth Commission:  Pop Warner football league is big                                                       this year.

                           -  Roofs for dugouts – BOCES to design & check costs.                                    This could be trucked in by the highway dept.

                           -  Chamber of Commerce will meet tomorrow at the TI                                      Museum.

                           -  Wind Turbine’s 1st meeting will be next Tuesday, 9/19 @                                7PM here in the board room.

           

Justin Taylor:  -  Committee of Mayor, Deputy Mayor, Supervisor and                                    myself met to discuss Justices move.

                         -  Village is looking for a grant through USDA to do the                                  final Judicial Offices.

                         -  GIS- Would like to have a meeting with Jt Highway,                                    ZEO, and two Village personnel to go over and update                                  with the contractor.

                         -  Would like to look into contracting with the License                                    Event Notification Service (LENS).  This would notify                                 the town if any of our employees receive points on their                              driver’s license or revoked licenses.

                         -  IMA – Appears to need to be reviewed by Atty. Russell.

Donald Turcotte: -  Depauville Sewer District fees are $7,000. in arrears.                                       This  amount will be given to Jeff. Co. for levying on the                                   2007  taxes.

                              -  Heritage Heights Sewer is doing well.

                              -  Arena – Chiller came today.  It is expected that ice will                                    be in by 10/15.

New Business:

Workshop meeting for Budget is at 5 PM next Wednesday, 9/20, if more time is required, time will be allotted after the workshop mtg. on 9/27
